Senior Manager, Population Health Strategy & Operations
Devoted Health
Job Description
A bit about this role:
As Senior Manager, Population Health Strategy & Operations, you will ensure our clinical programs engage the right members at the right time, that each interaction connects members to the right next care, and that our interactions help build highly accurate and clinically meaningful pictures of our members' health and their treatment needs. This role sits at the intersection of clinical performance, systems thinking, and refining and building complex systems to improve our performance at scale.
Reporting to the Head of Population Health with high visibility across executive leadership, you will serve as both a strategist and a business partner. You will shape the roadmap for our advanced targeting systems, refine the logic that powers them, and partner with front-line clinical teams to drive better outcomes.
Responsibilities and Impact will include:
Targeting Strategy & Logic. Devoted utilizes advanced targeting systems with complex logic to refine who we engage. You will work as the subject matter expert helping clinical teams navigate this logic, identifying opportunities to adapt our structure to new clinical areas. Partnering with technical teams, you will drive the roadmap to ensure our targeting capabilities evolve to best support our members across all engagement channels.
Cross-Functional Clinical Connection. Partner with clinical teams to architect the workflows that connect members between our programs. Instead of viewing these as simple administrative handoffs, you’ll work with clinicians to manage the full lifecycle of a connection—tracking whether a request was made, accepted, and if the member successfully engaged. You will collaborate with teams to identify variation in this process, prioritizing and testing improvements that ensure clinicians can confidently connect members to the right next care.
Comprehensive Evaluation & Treatment. Lead the operational push to build comprehensive, clinically precise pictures of our members’ health. This involves working to reduce variability in how clinicians document conditions and partnering with Product/Engineering to deploy tools that aid in diagnosis and treatment. Your goal is to identify and drive the operational changes needed to realize clinical accuracy at scale.
Performance Management & Analysis. Leverage data to determine root causes of performance variability. Your role is to help the organization distinguish between signal and noise—ensuring we aren't just hitting targets, but actually changing the underlying operational reality. You will create frameworks that enable evidence-based decisions and drive initiatives to resolve barriers to performance.
Required skills and experience:
3+ years of experience driving operational performance improvement in complex, regulated, or data-rich environments.
Scrappy execution & fast cycles. You are a self-starter who prefers progress over perfection. You are willing to roll up your sleeves to fix a process manually today while architecting the automated solution for tomorrow. You thrive in environments where you need to move fast and adapt quickly.
Strong analytical thinking and toolkit. You are comfortable building sophisticated models to size opportunities and evaluate experiments. You have experience leveraging business intelligence platforms (Tableau, Looker, Power BI) and possess the ability to "think in algorithms” regarding multi-step, probabilistic processes.
Demonstrated leadership impact. Experience successfully influencing outcomes across organizational levels—building consensus between technical teams (Data Science/Engineering) and operational end-users without always having formal authority.
Operational architect. A track record of refining complex workflows. You can map out cross-functional processes and identify structural improvements to drive key results.
Desired skills and experience:
Experience learning quickly in complex operational domains. We value candidates with experience mastering intricate subject matter quickly, whether inside or outside of healthcare.
AI explorations. Curiosity about emerging technologies and a pragmatic approach to using them. Experience using LLMs to build complex prompts and tools is a strong plus.
Data nuance & reality testing. You understand the pitfalls of metrics (e.g., how open vs. closed periods affect data, or how denominators shift over time). You are comfortable thinking in ranges and probabilities rather than false precision, and you can distinguish between a metric changing and the underlying reality changing.
Salary Range: $140,000 - $160,000 / year
